New York City Recovery Framework

In mid-2020, as the pandemic was still raging, New York City recognized it would need a framework to better understand the needs and opportunities around COVID-19 recovery. At that point, there were already multiple recovery efforts in various sectors (for example, mental health, economy, transportation) but the city wanted a holistic framework to coalesce these efforts for a more efficient and effective recovery. With the pandemic taking a significant health and economic toll on the city, officials are seeking opportunities for a variety of federal, state, local and private sector funding streams to support their goal to leverage and connect the ongoing efforts -- ultimately with the aim of building fairer, healthier and more resilient communities citywide.  

 

RCC partnered with Hagerty Consulting to support the New York City Department of Emergency Management (NYCEM) in the development of a city-wide, cross agency COVID-19 Recovery Framework. Through the latter part of 2020 and into 2021, the RCC and Hagerty teams have collaborated with NYCEM’s division of Risk and Recovery to produce the Framework. The RCC team is responsible for overall project management for the effort, and is leading the development and design of  four of the seven workstreams (i.e., Government, Transportation and Infrastructure, Community and Economy and Culture). Furthermore, we have leveraged our considerable New York experience to identify priorities and help design projects. To date, we have supported NYCEM to engage more than 200 participants in the process to produce innovative initiatives underpinning three recovery goals: Healthy Communities, Equitable Recovery and a Focus on Jobs and Small Business.     

 

The Framework will be completed in the summer of 2021, and will include a strategic combination of achievable short-term initiatives for completion during the last year of  the New York Mayor’s administration, along with more ambitious proposals that can serve as inspiration for the next administration.
